Hi, I’m Michael Tupper.  In 2017, I was appointed to serve as District Judge for the 21st Judicial District (Cleveland, McClain, and Garvin Counties).  This was a great honor for me and one that I am thankful for every day.  Prior to this appointment, I served as Special Judge in Cleveland County for nearly 9 years.  In 13 years as a judge, I have prided myself on being a fair, level-headed, consistent, approachable judge who cares intimately about the parties and issues appearing before me.


 

In addition to my diverse docket responsibilities, over my career, I have become devoted to the development and enhancement of innovative treatment courts. Drug treatment courts and mental health courts create alternatives to prison for non-violent offenders who suffer from substance use disorders and other mental illnesses. As the presiding judge of Cleveland County’s Treatment Court and Wellness Court programs, I have a front-row seat in seeing people achieve sobriety and stability. These life-saving programs are intelligent, evidence-based, and successful strategies in reducing crime, reunifying families, and breaking generations of addiction, all while saving taxpayers’ money.

 

Every day I strive to create a courtroom experience that welcomes everyone and instills upon citizens a sense that they have been heard. All litigants are entitled to a fair and impartial judge, and it is my mission to be that judge. A District Judge presides over issues affecting virtually all aspects of citizens’ lives. With this position comes a huge responsibility to the public. This is not a responsibility I take lightly. I firmly believe my experience, temperament, work ethic, and passion uniquely qualify me to serve as District Judge. It is with great honor and humility that I serve the citizens of District 21 as their District Judge.
